Il presente regolamento entra in vigore il terzo giorno successivo alla pubblicazione nella Gazzetta ufficiale delle Comunità europee. Il presente regolamento è obbligatorio in tutti i suoi elementi e direttamente applicabile in ciascuno degli Stati membri.
