Che autorizza il prelevamento di alcune somme dal bilancio del Ministero della Pubblica Istruzione, da erogarsi nell'acquisto di libri per la Biblioteca, e per premiare e sussidiare le migliori opere e pubblicazioni in materia di pubblica istruzione.
